Revenue Stamp on Rent Receipts: When Is It Needed? (₹5,000 Rule)
When does a rent receipt need a ₹1 revenue stamp for HRA? The ₹5,000 rule under the Stamp Act, cash vs UPI rent, and how to stamp printed receipts correctly.
The short answer
A rent receipt needs a ₹1 revenue stamp when the amount on it is more than ₹5,000. This comes from Article 53 of Schedule I of the Indian Stamp Act, 1899, which sets a duty of one rupee on a receipt for money above ₹5,000 (the limit was raised from ₹500 in 2004). The landlord sticks the stamp on the receipt and signs across it. In practice, employers usually insist on it for cash rent. You can create the receipts with the free Rent Receipt Generator, print them and add the stamps by hand.
What a revenue stamp is
A revenue stamp is a small adhesive stamp, usually of ₹1, used to pay stamp duty on documents such as receipts. When it is stuck on a receipt and the person receiving the money signs across it, the receipt is treated as properly stamped. They are commonly sold at post offices.
It is not the same as stamp paper used for rent agreements. A rental agreement has its own stamp duty, set by your state and usually much higher. The ₹1 revenue stamp is only for the receipt that acknowledges a rent payment.
The ₹5,000 rule explained
Article 53 charges a duty of ₹1 on a receipt "for any money or other property" where the amount or value exceeds ₹5,000. It also lists exemptions, such as receipts endorsed on a duly stamped instrument or cheque and certain receipts for pay and pensions of service personnel. Ordinary monthly rent receipts between a tenant and a landlord do not fall into any of those exemptions.
Each receipt is judged by the amount written on it, so for monthly receipts what matters is the monthly rent:
| Monthly rent on the receipt | Revenue stamp needed? |
|---|---|
| ₹4,500 | No |
| ₹5,000 | No (not more than ₹5,000) |
| ₹5,001 | Yes, ₹1 |
| ₹15,000 | Yes, ₹1 |
| ₹40,000 | Yes, ₹1 |
The stamp is always ₹1 per receipt, whatever the amount above ₹5,000.
Stamp duty is mostly governed by state laws, although receipts are among the instruments for which the central Schedule sets the rate. If you live in a state that has amended its stamp rules, check the current local position. The principle that receipts above ₹5,000 carry a ₹1 stamp is the widely applied rule.
Cash, UPI and bank transfer: does the payment mode matter?
The Act attaches the duty to the receipt itself, not to how the rent was paid. A receipt for ₹15,000 is a receipt for ₹15,000 whether the money came in cash or by UPI.
What differs is what your employer asks for. When you claim HRA, the employer collects rent receipts as proof. For cash rent, the receipt is the main evidence that money changed hands, so payroll teams are strict about the stamp and the landlord's signature. For rent paid by bank transfer, UPI or cheque, the transaction itself is a record, and many employers do not ask for a stamp. Policies vary, so read your company's investment proof guidelines or ask HR before the submission deadline.
The Rent Receipt Generator follows the common practice: the signature line on each receipt says "Signature + Revenue stamp if cash > ₹5,000".
How to make stamped rent receipts

Worked example
Rent of ₹18,000 a month, paid in cash, from April 2026 to March 2027:
- Receipts generated: 12, one per month
- Each receipt is above ₹5,000, so each needs a stamp: 12 stamps of ₹1 = ₹12
- Annual rent: 18,000 x 12 = ₹2,16,000, which is above ₹1 lakh, so the landlord's PAN is also needed
The PAN requirement is a separate rule from the revenue stamp. See landlord PAN for HRA when rent is above ₹1 lakh for what to do if the landlord does not have or will not share a PAN.
Common mistakes
- Splitting one payment into several small receipts. If you pay rent quarterly, one stamped receipt for the quarter is fine. Do not write several receipts below ₹5,000 for what was really one payment just to avoid a ₹1 stamp. It saves almost nothing and can make the proofs look unreliable.
- Signing next to the stamp instead of across it. The signature should cross the stamp. A clean stamp with a signature beside it is easy to reuse and some employers reject it.
- Using a postage stamp. Postage stamps are not revenue stamps. Ask for revenue stamps specifically.
- Tenant signing instead of landlord. The person who receives the money signs the receipt. That is the landlord or their authorised representative.
- Missing the dates. Leaving the date blank or writing the same date on all twelve receipts invites questions. Write the date each rent payment was actually made.
- Mismatched details. The landlord's name, address and rent should match the rental agreement and, for bank payments, the account the rent goes to.
What if a receipt has no revenue stamp?
If your employer rejects an unstamped receipt, ask the landlord to sign a fresh, stamped receipt for that month. For rent paid through the bank, a bank statement or UPI history showing the payments can support the claim, but whether the employer accepts that instead depends on its policy.
If your employer did not accept the proof in time and did not give HRA exemption in payroll, you may still be able to claim the exemption when you file your income tax return, provided you meet the conditions and keep the supporting documents. Check the conditions for your chosen tax regime first, because HRA exemption is available only under the old regime. Frequently asked questions
Is a revenue stamp mandatory on a rent receipt?
Under Article 53 of Schedule I of the Indian Stamp Act, 1899, a receipt for money above ₹5,000 carries stamp duty of ₹1. So a monthly rent receipt for more than ₹5,000 is expected to carry a ₹1 revenue stamp, signed across by the landlord. Receipts for ₹5,000 or less do not need one.
Do I need a revenue stamp if I pay rent by UPI or bank transfer?
The Act links the duty to the receipt, not the payment method, but in practice many employers ask for the stamp mainly on cash rent because a bank or UPI transfer is itself a payment record. Follow your employer's proof submission instructions.
How much revenue stamp is needed for a rent receipt?
One ₹1 revenue stamp per receipt for an amount above ₹5,000. If you submit 12 monthly receipts, you need 12 stamps, one on each receipt.
Can I add a revenue stamp to a PDF rent receipt?
No. A revenue stamp is a physical adhesive stamp. Print the receipts, stick a stamp on each one and have the landlord sign across it, then scan the signed copies if your employer wants digital proof.
What if my rent is exactly ₹5,000?
The duty applies when the amount exceeds ₹5,000, so a receipt for exactly ₹5,000 or less does not need a revenue stamp under Article 53.
